I don't think there are any real obstacles, just a matter of researchers getting organized -- as it sounds from Fred's post that particle physicists have already done -- and also for academics to arrange to receive credit from their employers for service to the profession for the effort they may put into the editing and reviewing that will be needed. --Dan P.S. My preference would be for the arXiv to offer *optional* peer-editing / reviewing instead of its being mandatory.
