I'm not exactly sure but Wisconsin is a bit of a problem: it is bordered by Michigan, Illinois, Iowa, Minnesota and Exterior. But Michigan doesn't border Illinois.

We have to remember that borders go over/under bodies of water. A quick look at the map shows that Illinois borders Michigan in Lake Michigan and Minnesota borders Michigan in Lake Superior. Wisconsin does *not* border Exterior (in Lake Superior) because the Minnesota-Michigan border prevents it.
