I stopped worrying so much about terrorist nukes after I played around with this: http://nuclearsecrecy.com/nukemap/ If the 10MT Ivy Mike H-Bomb (8x bigger than the current largest bomb in the US arsenal) was detonated at the optimal altitude above downtown San Francisco, then the only ring that reaches Mountain View is "50% chance of a sunburn".
