Hello, I used to be from Quebec, I think it has nothing to do with those other countries, the main reason is that : In Québec there is a law for lotteries, contests, etc. where they have to pay a tax on the prize itself, since most of the time they don't even think of the trouble to make a chèque to pay the legal tax, they just put the province of québec apart, this is stupid, it has been mentioned a lot of times before. In québec the lotteries are managed by the government, you can organize a bingo, a lottery, a contest IF you pay a certain tax, as far as I know the amount is not big. best regards, Simon Plouffe
