The highest energy accelerator on Earth, the LHC, just achieved 6.5 TeV beam energy, which is 6.5*10^12 eV, last year.
China Daily http://www.chinadaily.com.cn/china/2015-10/29/content_22304147.htm claims China will construct an accelerator dwarfing the LHC starting 2020-2025, with circumference 50-100 km and collision energies about 100 TeV = 10^14 eV. If my wild fantasy about dark matter particles falling into the galaxy center black hole generating PeV cosmic rays is correct, then China would presumably be able to synthesize dark matter... if they boosted their planned energy by a factor 10.
