I wondered this was a hangover effect from the myth of the 9/11 perpetrators crossing the border from Canada. (A day after the terror attacks ABC reported that U.S. authorities were checking on whether a group of the hijackers had crossed the border from Quebec en route to Jackman, Maine. As recently as 2009, Homeland Security Secretary Janet Napolitano repeated the suggestion.) Checking the U.S. Treasury's Specially Designated Nationals List (SDN), there are a couple of Quebec companies associated with Cuba therein but that doesn't strike me as out of the ordinary.
