[math-fun] reverse binary in hardware

It is trivial. We have hardware to perform "move register A to register B." Exact same hardware just with wiring changes, would do "...in reversed bit order." This would be about the simplest machine instruction to implement in hardware, simpler than essentially any other instruction.
