Cheap domains can be gotten from namecheap.com (excellent customer support also) but you dont get email with them. Namecheap charges 8.88 dollars. Glenn

I've had some domains in the past (purchased by other gracious people for me) and I never had to do that, except find some hosting from a friend, then my domain would be up in a short while... If you buy your domain from a seller who doesn't host, you have to find a host; which results with IP numbers assigned from the seller that won't work on the new host's hardware. It's a money making scheme, transfering domain names to new servers, because many new hosts have a transfer fee ($35-$50) when assigning the new digits.
