I understood it to be that Kraftwerk were supposed to release a conventional "best of" album after Electric Cafe, but Huetter decided that they should "get their hands dirty" rather than just re-releasing old songs. I think credit is due for that (if this is true). Orbital's "Work" album is their "Mix" album if you like (but the tracks aren't re-worked). There are a number of parallels to be made.
