One answer is that they knew that IGUN would not be a top3 single and they didn't want to spoil The KLF's chart record, ie. WTIL - 5 3am - 1 LTTT - 3 J&A - 2 is a pretty impressive record, and would have been spoiled by IGUN - 12 I'm pretty sure that there is even a reference to this in an interview or some of Bill's writing.
