Really?  I always assumed it was done by the Pipe Band in Newton Stewart (his old Dumfriesshire stamping ground - the town where he also recorded "The Man" album with the Triffids and Voice of the Beehive, and grew up in the 1950s).  I think they certainly did the melodies on "America No More" - but it could well be a sample.
