PRS in the UK should in theory pay an amount to the artists as all venues pay to PRS. Dj's can fill in playlists and send hem in. However this doesnt happen so the money gets distributed elsewhere. However in the last 6 months there has been a pilot scheme where Dj's do an 'average' tracklist and hand in all their dates. this ended yesterday, so we have to wait to see how the new distribution gets done. However, if Wanna Be has a KLF performance, it would be pretty clear that lots of it would be KLF tracks, which may or may not get back to collection agencies, so they should get paid.
(And they must be getting royalty checks from America whenever Wanda Dee impersonates them.)
Actually I don't think you collect royalties for live performances, only broadcast recordings. Think of all the Beatle sound-alike bands and the checks they'd have to dish out!
