From what I recall, Andy is a bit unsure about having this footage in the public domain (sorry if I'm speaking for you here, Andy) as it was apparently footage recorded by the KLF themselves and submitted to "The Word" (TV show of the early nineties) for showing, but they rejected it.
Since Andy is on the list, maybe he can decide to liberate this footage.
