To be fair, I don't think people remember this performance as well as the summer appearance with Bill and Jimmy in the white and black top hat costumes. It was never repeated, even before Glitter's fall from grace. Even without the KKK/secret organisatio associations, the black cowls DO look sinister. Show me a black cowl that doesn't! Gary Glitter's appearance probably ties in with the fact that every year he used to do a Christmas tour of British provincial towns. I've met people who used to go every year, and for a time it was as traditional as pantomimes, turkey and presents. In the UK, Glitter was a rather cuddly family entertainer, not really a rock'n'roller, certainly between around 1980 and 1998. Oh, and you can see a photo of B&J in the black cowl costumes in one of the booklets of the "TIWtheKLFIA" Japanese single box sets.

Well, when I saw the costumes, it didn't really remind me of the KKK completely.
Now that I look back on it, the only similarities I see between them are the pointed hats. Otherwise, I just don't really see the KKK when I see the JAMs performing on stage.
The KKK probably isn't as controversial in the UK as it is here in the USA. I don't believe they really branched out internationally. They reached the apex of their power in the 1920s, and saw a sort of "revival" during the Civil Rights Movement. Other than that, I'd probably see them as a fringe group today, compared to what they once were in the past.

The costumes remind me of the KKK, particularly with the drummers. On the bbc at Christmas?!
I would expect that the costumes were supposed to be reminiscent of an ancient occult organisation (the jams), but I am surprised that they were not interpreted as being cross burners by the uk public. This would appeal to the 'you what? you what? you what?' aspect of uk society.
Perhaps that is not controversial to the uk society?

The only way I could see this as controversial is that they performed with a post-1988 sex offender. Last I read, Gary Glitter is still locked up in Vietnam for all that disgusting crap he did over there.

Use the free player from divx.com
Plays most stuff that windows won't. (klf videos, hardcore porn etc.)
Is it me, or (with or without the benefit of hindsight) is this the KLF's most controversial performance ever?

I think it needs the Divx codec. The Divx logo watermark pops up on the video each time I play it back in Windows Media Player.

Thanks, Sebastien. I can only get sound with Windows Media Player, though. Is there a codec I need to download?
