A Utah Rivers Council GRAMA request revealed Cache County officials hired the sister company of a massive engineering firm, JUB, to run a ballot initiative campaign
to start a new water district to help advance Bear River water development. The residents of Cache County will vote on the ballot initiative this coming November.
JUB’s website says they have a “thirst for water projects.” Proponents of the water district have been aggressively lobbying Cache County residents leading many to ask what the engineering firm has to gain from the creation of a water district.
A Thirst For Disaster
Our GRAMA request demonstrated this contract for the ballot initiative marketing campaign is designed to advance the Bear River Water Grab, which will create
billions of dollars in taxpayer-funded construction contracts for engineering firms.
The Bear River Water Grab is one of the largest water projects proposed in North America and would include three new dams which would divert the river upstream of the Great Salt Lake, thereby drying up tens of thousands of acres of wetlands and severely endangering
the Great Salt Lake ecosystem.
This massive $2.4 billion project would divert as much water as 1.7 million Americans use in a year to water the lawns of the Wasatch Front, while impacting millions of migratory birds and exposing vast tracts of lakebed.

Bear River Water Grab proponents are holding a meeting next Tuesday to present their plan to proceed with this project and the Lake Powell Pipeline. This meeting is open to the public and we
need you to join us to show water officials the public is watching. We can start the State on a path that has the best interest of our people and our wildlife.
