The Water Development Commission will be having a meeting to discuss the Lake Powell Pipeline repayment analysis. The repayment has long been shrouded in mystery, but it is looking like Utah Taxpayers will foot the bill. The meeting will be in the House Building Room 30 at 3:00 PM, Tuesday, September 20, 2016. Draft State Water Strategy Plan Open for Public Comment

Woo-hoo! The overwhelming amount of public pressure on the water advisory team worked (thanks to those who showed up at the meeting, as well as the reporters who brought light to the situation). Below is a link where you can read the proposed plan, as well as the opportunity to make public comments. This is your chance to speak up about how you feel about the importance of the Great Salt Lake, the need for protection of the lake for ecological and air quality reasons, how you feel about diverting water from the GSL for the Bear River Project, the Lake Powell Pipeline – and if you are willing to explore alternative means of conserving water BEFORE destroying our lake and rivers. This is great news since there is such great interest and think people would welcome the opportunity to be able to review the draft in its early iteration instead as things become more and more solidified. As such, here is the link to the PDF of the plan and I’m hoping that you will help spread the word with your cohort at the marina and beyond so they can be included. Deadline for comment is Monday, October 24th. It’s important to stay as close to the draft of the plan as possible and raise specific issues with specific statements of fact that you see or don’t see in the plan. You’ll notice that there isn’t much about GSL included so this is something that is definitely absent and needs to be a part of the strategic picture. DREDGING UPDATE

DFCM released the REBID Request For Proposal today for dredging Great Salt Lake Marina. It is unlikely any substantial dredging will be done until spring as it is anticipated that a successful bidder will need to proceed with getting a NATIONWIDE permit from ACOE. But it is possible emergency dredging may begin sometime late October or mid-November. This emergency dredging, in accordance with ACOE, will only allow us to dredge areas that must be done for rescue boat access to the lake. In order to get as much dredging done as possible the State has opened up options on how a successful bidder may dredge the marina. It is very possible that a coffer dam may be built at the mouth of the marina; ALL boats and docks would need to be removed from the marina in order for dry dredging. If the coffer dam and dry dredging is selected it would be necessary to pull all the boats sometime early spring. We will know more about this option by the end of October. Also Union Pacific has tentatively agreed to hold off breaching the causeway until sometime early to mid-December. They were scheduled to breach at the end of this month which would mean we could lose as much as 1.5' just from the breach alone within 3 to 5 weeks of breaching. Add that to the lake level loss from evaporation over the next two months and this would have devastating impacts to the lake levels in the marina. Holding off the breach until sometime in December should help some as the lake will hopefully already be rising again from winter snowpack and direct precipitation. Bear River Water Grab proponents are holding a meeting Tuesday morning, Sept. 13 to present their plan to proceed with this project and the Lake Powell Pipeline. This meeting is open to the public and we need you to join us to show water officials the public is watching. We can start the State on a path that has the best interest of our people and our wildlife. I would love to have a good presence of people there representing the GSL Marina Community. The residents of Cache County will vote on the ballot initiative this coming November. JUB’s website says they have a “thirst for water projects.” Proponents of the water district have been aggressively lobbying Cache County residents leading many to ask what the engineering firm has to gain from the creation of a water district. The Bear River Water Grab is one of the largest water projects proposed in North America and would include three new dams which would divert the river upstream of the Great Salt Lake, thereby drying up tens of thousands of acres of wetlands and severely endangering the Great Salt Lake ecosystem. This massive $2.4 billion project would divert as much water as 1.7 million Americans use in a year to water the lawns of the Wasatch Front, while impacting millions of migratory birds and exposing vast tracts of lakebed. Dredging Update / Lake Levels

DREDGING As many of you are aware of, Dredging went out for bid in July with a mandatory pre-bid meeting late July. That meant that, if a company was interested in bidding, they must attend the pre-bid meeting. We had one company show up for the pre-bid meeting. This took us by surprise since we had several companies express interest in the project. In early August we received one bid for dredging. That bid was then analyzed and rejected. The reason it was rejected is that it wasn't completely responsive to the Request for Proposal (RFP). And the bidding company stated that, after building the retention pond and running a pipe to the pond site, there was only enough money to remove 1 inch of mud from the marina. Today we had another meeting to discuss what we needed to change in the bid and a path forward to successfully dredge. In the original dredge bidding process it was desired to try and dredge without an Army Corp permit so that dredging could happen as quick as possible. But not pursuing a permit we learned it limited us on how much material could be dredged. In order to dredge as much spoils as possible we now have two permitting routes open to us through ACOE. One is an Individual Permit. The other is the Nationwide Permit. Ideally we would like to deposit dredging spoils in the pond behind the marina. But this would require mitigation of 5 to 10 acres of wetlands. And it would require an Individual Permit. Estimated mitigation would cost anywhere from $325,000 to $700,000. And this is if a mitigation bank can be found. The time frame for an Individual Permit would be a minimum of a year with no guarantee that Army Corp would approve us dumping spoils on the wetland behind the marina. So it has been decided that we will pursue a path for a Nationwide permit. This gives us more flexibility on how dredging is done and substantially lowers the cost of spoils containment. And the Nationwide Permit is a much quicker process as well as likelihood of approval. It has also been decided to open up options of how the dredging is done. This could include suction dredging, wet excavation or a coffer dam and dry excavation. Most of the hard work on putting a new RFP together for bidding is already done. It is expected that the new RFP will be released around late September with the contract being awarded early to mid-November. Because of the breach being imminent we are also pursuing a path of emergency dredging for the mouth of the marina so that Search & Rescue efforts can be maintained. Emergency dredging may be possible early November. Timeline for dredging to begin looks like late Spring or early Summer at this time. I will keep you posted. WATER LEVELS It isn't good! We have had a long hot summer which has taken its toll on the lake. And the railroad breach appears to be imminent. It is scheduled to be breached on September 30th. And lake level loss due to the breach is about 1 to 1.3 feet. Remember this is just an estimate. It could be less. It could be more. And we are likely to lose another 0.6 feet from evaporation. There are a couple of us that have done some estimating and calculations on where the lake will bottom out at in November. We are all within 0.3 feet of each other. The average of the estimates is that we will bottom out at 419.0 feet above sea level or 1.8 feet lower than we are now. Again it may be less than that. It may be more. The effects of the breach are just not completely known. But we are likely to have about 1.3 feet of water in the shallow spots of the mouth (without dredging) after evaporation ends and breaching happens. There are several of us working on trying to move back the timing of the breach to December. But it sounds like we will be lucky to get it postponed to late October at best. I will keep you informed.

Website Problems

GSL Slip Renters and Marina Users. We have been experiencing problems with www.gslmarina.com <http://www.gslmarina.com> . We can upload text and information but many of the images and pictures associated with content are no longer uploading. This includes weather images such as Storm Waring, etc. We have been attempting to resolve the issue to no avail. I am thinking of migrating to another webpage format but am very green in this area. IF someone has any ideas I am all ears. In the meantime I will continue to upload text info onto www.gslmarina.com <http://www.gslmarina.com> but will probably not be able to upload image info. Military Appreciation Day

Each year State Parks hosts Military Appreciation Day to honor our active serving military and our veterans. This year it will be this Saturday, August 13 for the Great Salt Lake Marina. Park entrance fee will be free for active military, veterans and their family members. We will be hosting a barbecue at noon that will be free for all the above listed. A small donation of $5.00 (donated to the GSL Emergency Response Team) will be appreciated from all others that would like to attend. We would also like to thank our Concessionaire, Gonzo Boat Rentals, for offering 50% off kayak, paddle boat, and peddle boat rentals that day for active military, veterans and their family members. He is also offering 20% on jet boat tours for that same group. If some of you would like to help volunteer with barbecue duties I could use a hand.
