October 22 - GSLYC Year End Attitude Adjustment Party

The GSLYC Board has chosen to have a helluva' party for year end - instead of separate socials such as Wine & Cheese, Pumpkin Patch and the year-end banquet in November - we decided to combine the events and resources and have an Attitude Adjustment Party (although Janet's working title for the party was grab a bottle, hunker down and pray for daylight!) Our financial resources need to be conserved so we can weather out the storm another year until dredging happens. We hope you can all join us! The next worst thing after not having our boats in the water - is missing our friends! This social is open to both current GSLYC members as well as non-members. Please join us for the GSLYC Year-End Attitude Adjustment Party! We will provide dinner, live music from the band Marmalade Chill (the awesome band from Sailfest) - and we will also hold GSLYC Board elections and present race awards. Admission for current GSLYC members is free - and non-members will be $10 per person (includes dinner and live music). Noon Today - Economic Analysis - Taxpayers will be forced to pay 72% of the Lake Powell Pipeline

Regardless of whether you are for or against the Bear River Project and Lake Powell Pipelines - I urge you all to attend, if possible, the Economic Analysis of the Lake Powell Pipeline presented by University of Utah economics Professor Gabriel Lozada today at 12:00 pm in the Moot Courtroom of the S.J. Quinney College of Law. Every Citizen in Utah needs to be fully aware of how the funding of these projects will affect them (Utah taxpayers). During yesterday's Water Commission meeting - a GRAMA request revealed that water districts knowingly hid massive water rate increases from the public, to fund the Lake Powell Pipeline. A revelatory document obtained via GRAMA and analyzed by a group of PhD University economists reveals the Washington County Water District hid secret water rate increases from the public and legislators. While hiding the rate increases, the District's lobbyists (paid for with your property tax dollars) lobbied for funding for the $2-4 billion Lake Powell Pipeline and claimed they could repay the Utah taxpayers. Over the last year, the District repeatedly told the public and legislators they could repay the massive debt from the pipeline with just a 28-cent increase in water rates, according to media interviews. But the agency refused to share their repayment plan until the Utah State Records Committee ordered the District to release the plan to Utah Rivers Council. The University economists analyzed the District's repayment plan and found the agency intends to repay just 28% of the pipeline costs paid by Utah taxpayers. This means the District lobbied for pipeline funding by claiming they could repay Utah taxpayers while secretly intending to force Utah taxpayers to pay 72% of the pipeline's cost, a violation of Utah law. "No one would ever ask a bank for a loan while intending to repay just 28% of the debt, unless they're a scam artist" said Zach Frankel, Executive Director for Utah Rivers Council. "Yet that's exactly what water lobbyists convinced the Legislature to do." In 2015, the same group of University economists prepared a 41 page pro-bono analysis that found the $2-4 billion Lake Powell Pipeline will require a 570% increase in water rates and a 120% increase in impact fees in Washington County to repay Utah taxpayers. The District hired a consultant, paid $418,000 as of July 2016, to prepare a repayment plan to contest the findings. The consultant has a law degree and a bachelor's in hotel administration. The District's secret plan was cited by dozens of lobbyists at the 2016 Utah Legislature to pass a bill (SB80) funding the pipeline with $40 million per year in sales tax money. Yet the Legislature refused to fund the Medicaid gap, which needed about the same amount of money.

Water Meeting at the Capitol Tomorrow - 3:00 pm

Come stand with us and show our water officials they can no longer conduct these meetings isolated behind big oak doors, the public is watching! The Water Development Commission will be having a meeting to discuss the Lake Powell Pipeline repayment analysis. The repayment has long been shrouded in mystery, but it is looking like Utah Taxpayers will foot the bill. The meeting will be in the House Building Room 30 at 3:00 PM, Tuesday, September 20, 2016. Draft State Water Strategy Plan Open for Public Comment

Woo-hoo! The overwhelming amount of public pressure on the water advisory team worked (thanks to those who showed up at the meeting, as well as the reporters who brought light to the situation). Below is a link where you can read the proposed plan, as well as the opportunity to make public comments. This is your chance to speak up about how you feel about the importance of the Great Salt Lake, the need for protection of the lake for ecological and air quality reasons, how you feel about diverting water from the GSL for the Bear River Project, the Lake Powell Pipeline – and if you are willing to explore alternative means of conserving water BEFORE destroying our lake and rivers. This is great news since there is such great interest and think people would welcome the opportunity to be able to review the draft in its early iteration instead as things become more and more solidified. Deadline for comment is Monday, October 24th. It’s important to stay as close to the draft of the plan as possible and raise specific issues with specific statements of fact that you see or don’t see in the plan. You’ll notice that there isn’t much about GSL included so this is something that is definitely absent and needs to be a part of the strategic picture. DREDGING UPDATE

DFCM released the REBID Request For Proposal today for dredging Great Salt Lake Marina. It is unlikely any substantial dredging will be done until spring as it is anticipated that a successful bidder will need to proceed with getting a NATIONWIDE permit from ACOE. But it is possible emergency dredging may begin sometime late October or mid-November. This emergency dredging, in accordance with ACOE, will only allow us to dredge areas that must be done for rescue boat access to the lake. In order to get as much dredging done as possible the State has opened up options on how a successful bidder may dredge the marina. It is very possible that a coffer dam may be built at the mouth of the marina; ALL boats and docks would need to be removed from the marina in order for dry dredging. If the coffer dam and dry dredging is selected it would be necessary to pull all the boats sometime early spring. We will know more about this option by the end of October. Also Union Pacific has tentatively agreed to hold off breaching the causeway until sometime early to mid-December. They were scheduled to breach at the end of this month which would mean we could lose as much as 1.5' just from the breach alone within 3 to 5 weeks of breaching. Add that to the lake level loss from evaporation over the next two months and this would have devastating impacts to the lake levels in the marina. Holding off the breach until sometime in December should help some as the lake will hopefully already be rising again from winter snowpack and direct precipitation. Bear River Water Grab proponents are holding a meeting Tuesday morning, Sept. 13 to present their plan to proceed with this project and the Lake Powell Pipeline. This meeting is open to the public and we need you to join us to show water officials the public is watching. We can start the State on a path that has the best interest of our people and our wildlife. I would love to have a good presence of people there representing the GSL Marina Community. You don't have to speak up, I just need people to be there in numbers. Please, please, please attend if you can. There is strength in numbers!
