I think your best bet would be to contact his agent and see if Mr. Cook is interested in allowing others to play in his properties.  Since he hasn't in the past (excepting the Black Company Campaign Setting Role Playing Game, which was a one-time license), I would not hold out a lot of hope.
 
One thing I would recommend is to *NOT* contacting him directly on one of his bookselling trips.
 
For my own curiousity, were you looking at using the David Drake/David Weber/Eric Flint method?  These authors often provide an outline for a novel, then allow another author to write it.  Some collaboration occurs; how much varies by author and source material.
