Build a Shadoweaver prestige class that allows multiple low-level weavers to work together to perform Shadow Mastery. Maybe it takes fewer of them the more levels they have in the prestige class.

Or just write up a monster stat-block for the Shadoweavers and give them an ability that works like Shadow Mastery to direct shadows but for a fixed effect.

Shadow Mastery requires 3rd Magnitude, so that's a high-level wizard. I'm looking for ideas.
