You should not have any problems running FractInt on a Win-98 system (at least I have not heard of anyone having difficulties with such).
But there could be problems on an XP machine. Not all of them function well with FractInt. You will just have to try it out on yours and see what happens. But you can still create fractals by using the "Disk-Video" Mode if you have problems getting the display to work.
Another option is to use Paul de Leeuw's MANPWIN program, which should work quite well with FractInt files (.FRM, .PAR, .MAP, etc...). I believe the latest version is 3.01, and may be found at he following location: http://www.deleeuw.com.au/
