There are enhanced versions of dosbox. THis one has more vesa modes:
I was able to make a fractint.cfg that supports 1600x1200x256 in dosbox on my Windows 7 64 bit machine. The fractint.cfg entry I used was:
SF10,VESA Standard interface ,4f02, 120, 0, 0, 28, 1600, 1200, 256, DOSBOX
One cool thing about this is that you don't even need to be running a video mode that large for this to work.
There's a few things to know about dosbox. When I learn more I'll write this up and add it to the fractint help or the website.
