High ground...I've never seen a basement that flooded--first hand, anyway. In some places, like the Texas-Arkansas tornado belt, you'd be a fool without one, flooded or not. Me? I like the cheap air conditioning that a basement affords (the guy on the second floor of the south side of this building must be part Salamander). To top it all off, in many floods (excluding flashes and tital waves and tsunami) you'll hav more time to remove the more valuable items if you hav a basement.
And have you thought about moving further south instead of going north?? I am sure the cats would appreciate warmer weather more often (and less snow shoveling on your part). :-)
If you go far enough North, private education and receivership for schools is all but heresy. The private education is doable, but there are provincial minima. We're still comparing ourselves to California in regards to power privatization, and Ontario isn't all a-glitter about it, either -- it'll take them longer to figure that out, though, because they hav three levels of secondary diploma.
