Technically this isn't a crash. Its the code saying "hey, I shouldn't be here, ever!" and exiting immediately. I might fix this for you too :-).
I don't see a difference between alpha 3 and alpha 2. (Is there any way to i nterrogate or display the version number?) I installed alpha 3 twice just to m ake sure.
If you go to Add/Remove Programs, select the entry for FractInt for Windows and click the Support Information link, you will see the version number displayed. These alpha versions are stamped 20.99.<n> for alpha release <n>.
