[BSLWAC] No Moderation for Staff

At John's instruction, I have turned off moderation for staff employees. Now, whenever a staff member emails the list it will go straight through and not require approval from moderators. At this time, client and outside emails will still require moderation, however, that may change, depending upon what decisions are made regarding the management of this list.
