handles the authorities all together, as some are dual purpose.

can be helpful to get separate name and subject files to help you determine
whether a received auth record is being used as a name or subject. This is
helpful with III, but Idon't know about Horizon. Also, there are separate
procedures for loading names and subjects with III.
