Since the completion of Phase 3A in early January of this year, things have slowed down just a bit for the PCC Phase 3 Task Force. We are now working out details and testing for Phase 3B, the last phase of the automated RDA-ification of the LC Name Authority File (NAF). I thought I would give you a basic run down of what's planned at this stage. Phase 3B is scheduled to take place later this summer. There isn't a firm date yet except that it will not take place before June 15th. There will not be any changes made to the headings in 1XX fields this time. Those were all made during Phase 3A. Unless a record has been identified as needing review with a 667 note to that effect, Phase 3B will be recoding all remaining authority records as RDA as well as upgrading and enhancing the records with RDA elements wherever possible.
Below is a list of the currently planned programmatic enhancements that Phase 3B will be attempting.
Addition of ISNI number
Reformulating unsuitable 678 fields as 670 fields
Change obsolete codes in Leader/17 to n
Adjust terminal punctuation
Change 008/39 value based on code in 040 $a
Addition of 046 fields
Addition of 382 field from medium of performance statements
Addition of 368 $c and $d, 370, 371, 372, 373, 374 and 375 fields
Updating 370 values to NAF form
Replace obsolete indicators with blanks in 1XX, 4XX, 5XX access fields (even though the heading itself isn't changed, indicator changes are considered a 1XX change and those records will be distributed)
Adding qualifiers to 4XX fields consisting only of initials, initialisms, and acronyms.

There is still some ongoing discussion and testing as the Task Force works out details. There is the possibility that further enhancements may yet be identified. Any updates will be posted to the Task Force site listed above.
Because Phase 3B means changes to about 7 to 8 million records, it will be more efficient for the Library of Congress to replace its entire authority file rather than make replacements of that many individual authority records.
